Phillips County, anchored by Helena-West Helena on the Mississippi River, is one of the few Arkansas counties to consistently return Democratic margins, driven by a population that is roughly 60% Black in a state that votes heavily Republican statewide.
Across the recorded series it reached a Democratic high of 91.6 points in 1936 and a Republican high of 18.4 points in 1972. Between 2020 and 2024 the county moved 6.0 points toward the Republican candidate; the 2024 margin was 13.3 points.
A population of 15,450, a 33% non-Hispanic-white share, and a median household income of $40,134 describe the county. The county's voting pattern over the last decade is most similar to that of Talbot County and Taliaferro County.
