Which voter communities make up this Place? The answer is a complete 32-community mixture with uncertainty, geographic eligibility, and an exact model version.

The current catalog defines 32 mutually exclusive voter communities covering the full citizen voting-age population. This composition layer answers which communities make up a Place. A separate Place typology will describe what kind of political community a Place is and how it changes. Geography remains a real eligibility rule: it cannot manufacture Cajun, Black Belt, South Florida exile or Upper Midwest communities in the wrong regions. Every Place panel names the exact definition that generated its estimates.
The layers connect, but they are not interchangeable. Community composition describes people in aggregate; Place typology describes the political character and change of a geography.

What kind of political community is this, how is it changing, and which Places genuinely resemble it? Those labels will be chosen from longitudinal evidence, not copied from the community-composition catalog.
Composition, geography, behavior, and history are separate layers. Keeping them separate is the central honesty rule of the system.
Each Place estimate closes to its modeled citizen voting-age population. Counts and shares are probabilistic estimates with uncertainty intervals, not observed individual identities.
Hard-regional groups are structural zero outside their documented footprint. Origin-context groups require direct ancestry or identity evidence outside their core geography.
Election returns are held out as validation targets. They do not define a community and are never used to label how a resident voted.

Every family has one explicit neutral fallback. Specialized groups receive no uniform floor, and hard-ineligible mass returns to the correct in-family fallback without changing total CVAP.
Place panels report posterior 80% and 95% ranges plus a reliability label. Structural zeros stay zero; small groups and thin source signals do not receive false precision.
The atlas can publish a newer definition while Place estimates remain tied to the exact definition and model version that produced them. Superseded profile links remain available.
